  • Gives quest "Find the source of evil rumors about bikers"
  • Provides technical assistance:
    • Upgrades various weapons (mainly energy) and armor.
    • Improves Wander's Car.
    • Can help with the repair of the train and catchment basin Cheyenne.
    • This is the only character other than the Wanderer himself who can repair the mysterious blaster.
    • Can repair PLC for a cola plant.
  • Is one of the best merchants in the game, but puts one of the most expensive price tags. After the return of the Wanderer, the only copy of the Gauss rifle sold by train is sold by the train.
  • You can purchase power armor drawings from Phil if you complete his quest or buy them back for money. You can also kill a character and remove broken power armor from it.
  • For the money transports Wanderer on his bike to various cities and towns, available on the world map.

  • Judging by the plans, Phil was supposed to give the intelligence quest Sigma base, but refused the base, so the quest was not implemented.
  • It is known that in addition to the quest to investigate evil rumors, Phil had to give one more quest, but nothing is known about him.
  • From archival materials from the project site it is known that Battle Mountain was supposed to be cut from version 1.00. Some Phil opportunities had to go to the biker leader in Bridgeport. These plans simply did not have time to implement.
